On September 3, six bids were received from general contractors. The engineer's opinion of probable cost was $2.6 million. The contractor bids were as follows:

Big Valley: $2.11 million
Lillard & Clark: $2.13 million
Hydro: $2.22 million
Gould: $2.30 million
Bosco: $2.69 million
